Banking
The Bill will improve the current framework for dealing with banks in distress, including the arrangements for depositors protection. Financial Services (including banking and deposit taking) and Financial Markets are reserved matters.
Climate Change
Climate change is a key global and domestic challenge, this legislation will create a long term legal framework to reduce the UK's carbon dioxide emissions up to 2050. This Bill will contain provisions relating to devolved matters. The consent of the Scottish Parliament will be required for devolved provisions in accordance with the Sewel Convention.
Channel Tunnel Rail Link (Supplementary Provisions)
The Bill will enable restructuring of funding arrangements to maximise value for the taxpayer following completion of the new high-speed railway line by London and Continental Railways. Rail transportation is a reserved matter.
Child Maintenance and Other Payments
The Bill will allow all parents choice in making maintenance arrangements and simplify the process by which child maintenance is assessed. It will also provide a lump sum payment to people suffering from mesothelioma who cannot currently claim state compensation. Social Security is a reserved matter.
Counter-Terrorism There is a genuine need to tighten up Counter Terror legislation - we are now doing this and trying to build consensus on the measures. The threat from terrorism is real and it affects us all. National security and provisions for dealing with terrorism are reserved matters.
Criminal Justice and Immigration
This Bill is about building public confidence in the sentencing framework by imprisoning serious and dangerous offenders while others receive tough and effective community services. This Bill predominantly applies to England and Wales but some reserved measures are included which extend to Scotland.
Crossrail
This Bill is a carryover from the Second Session and will provide London and the South East with a world-class, affordable railway, delivering high capacity main line rail services to and through the heart of the City and West End. Rail transportation is a reserved matter.
Dormant Bank and Building Society Accounts
Enable the banking industry to transfer unclaimed assets in the banking system so that they can be reinvested into society. The Bill will enable the allocation of funds in respective parts of the UK by the relevant Devolved Administration. The consent of the Scottish Parliament will be needed for these new functions.
Education and Skills
Will raise to 18 the minimum age at which young people can leave education or training and bring in the legislative changes needed to implement key elements of the Leitch Review. The Bill is likely to contain provisions enabling Scottish Ministers to have access to data held by UK bodies. The consent of the Scottish Parliament will be needed for these new functions.
Employment
This will clarify and strengthen the enforcement framework for the National Minimum Wage (NMW) and employment agency standards. It will improve the effectiveness of employment law to the benefit of employers, trade unions, individuals. Employment is a reserved matter.
Energy
This Bill help the UK to ensure secure supplies of energy, tackle climate change and target fuel poverty measures more effectively. Energy policy is predominantly a reserved matter.
European Communities (Finance)
A Bill to amend the European Communities Act 1972 to include the revised decision on the Communities' system of own resources in UK law. This Bill will detail the system by which Member States finance the annual EC Budget and will allow the UK to make payments direct from the Consolidated Fund. Foreign Affairs, including relations with the European Union are reserved.
European Union Treaty Reform
The Reform Treaty is required to enable the enlarged EU of 27 Member States to work effectively. Like Nice, Amsterdam and Maastricht amending treaties this Reform Treaty will be ratified by Parliament in a Bill. Foreign Affairs, including relations with the European Union are reserved.
Health and Social Care Bill
This Bill will reform regulation of health care professionals to enhance public and professional confidence and strengthen clinical governance. Regulation of some health care professionals is a devolved matter and the Bill contains provisions that require the consent of the Scottish Parliament. This Bill will provide consistent regulation of health professionals, giving clarity and confidence to all those who use the NHS. Provisions in the Bill which provide for a new health in pregnancy grant will also extend to Scotland.
Human Fertilisation and Embryology
The Bill will update the regulation of assisted reproduction and embryo research. Embroyology research is a reserved matter.
Local Transport
This Bill supports the Government's strategy to tackle road congestion and improve public transport. This Bill predominantly relates to devolved matters and will not apply in Scotland; some reserved provisions are included on GB-basis.
National Insurance Contributions
This deliver an integral part of the commitment made by the Chancellor in the Budge to bring forward a package of reforms to modernise the personal tax benefit system. Social security, including national insurance, is a reserved matter.
Pensions
A Bill to introduce a new scheme of low-cost Personal Accounts will give those without access to a good quality pension scheme - in particular, low to moderate earners - the opportunity to save. Pensions are a reserved matter.
Planning Reform
This Bill will allow for more timely and predictable decisions on major infrastructure projects. It will provide for deregulated local plan making in England and Wales, strengthening local government role and to make the appeals process more quicker and more efficient. Planning is a devolved matter in Scotland.
Political Party Funding and Expenditure
Proposals will be brought forward in due course to ensure that a fair and transparent system of political party funding that does not disadvantage any party and restores public confidence in the systems.
Regulatory Enforcement & Sanctions
This Bill will further advance the Government's policy on better regulation by establishing the Local Better Regulation Office as a statutory corporation. This Bill will apply in Scotland on reserved matters such as trading standards.
Sale of Student Loans
This Bill enable the Secretary of State to transfer ownership of his rights and obligations relating to student loans, while retaining the power to set terms and conditions to the loans. This Bill will apply in England and Wales only.
