Role of the UK Parliament

The UK Parliament continues to legislate in reserved areas in Scotland. It remains sovereign and may also therefore legislate on devolved matters in Scotland. However, in accordance with the Sewel Convention, the Government has adopted a principle whereby 'the UK will not normally legislate in relation to devolved matters in Scotland without the consent of the Scottish Parliament'.

2009-10 Legislative programme

In the Queen's Speech on 18 November 2009 ten new Bills were outlined for the new Session of the UK Parliament (2009-2010). Eight of these Bills will apply to Scotland either fully or in part, making this another substantial and important programme of legislation for Scotland. Additionally there are three carry-over Bills from the 4th Session which all apply in Scotland.

The programme of Bills promoted by the Government in this session extend to Scotland on a variety of subjects and will help Scotland - along with the rest of the United Kingdom - move from recession to recovery. The programme is about strengthening economic growth and locking in the recovery whilst also laying the foundations for the green, digital economy of the future.  And throughout the measures in this Programme we will ensure that fairness is at the heart of the recovery.
